By the end of the year, the share of housing under construction purchased through the "yeOselya" program may reach 12-15% of the total number of issued mortgage loans.
This forecast was shared by Olena Dmitriieva, the First Deputy Chairperson of the Management Board of GLOBUS BANK, based on data from the Public Joint Stock Company "Ukrainian Financial Housing Company" ("Ukrfinzhytlo").
According to the expert, the number of mortgages issued for housing under construction has significantly increased in recent months: at the beginning of the year, the share of the primary market in the total number of loans issued did not exceed 2.6%, but by mid-August, it had already surpassed 8.1%.
She predicts that by the end of 2024, the total number of loans issued for purchasing housing on the primary market under the "yeOselya" program could exceed 1,000, which would indicate a substantial strengthening of the primary market's role in the state mortgage program.
This result, in her opinion, can be explained by several factors:
"We are moving toward the possibility that the 'yeOselya' program could fully shift its focus to the primary market. Of course, this will happen gradually, but this direction is strategic and important in the context of stimulating the development of the construction industry since mortgage funds are directed to the real sector of the economy. This means jobs, salaries, and paid taxes, which are critically important for the country's economy," noted Olena Dmitriieva.
